Compliance Manager for Property Management Company.
Middletown NY, Full-time, $65,000 - $75,000

Responsible for overseeing and ensuring full regulatory compliance across a portfolio of affordable housing properties. This role supports the Senior Director of Compliance by managing day-to-day compliance operations, implementing monitoring processes, training site teams, and ensuring that all affordable housing programs (LIHTC, HUD, HOME, Section 8, and others) are administered in accordance with federal, state, and local regulations.

· Monitor compliance with all affordable housing program requirements across assigned properties, including LIHTC, HUD, HOME, Section 8, and local government programs.

· Conduct regular file audits, rent and income limit verifications, and recertification reviews to ensure ongoing eligibility of residents and properties.

· Assist Sr. Director of Compliance in preparation for and support responses for external agency audits and inspections.

· Deliver training programs for property management and site staff on affordable housing compliance policies and procedures as rolled out by Sr. Director of Compliance and or Director of Training.

· Provide technical assistance and ongoing support to property teams regarding application processing, income qualification, and other compliance-related issues.

· Track, document, and report non-compliance findings and recommend corrective actions.

· Maintain detailed records of all compliance activities and ensure that all necessary documentation is organized and available for review.

· Collaborate with leasing, operations, and asset management teams to ensure seamless compliance integration into daily property management activities.

· Monitor regulatory changes and industry best practices and recommend appropriate updates to internal procedures.

· Assist in the onboarding and setting up of new affordable housing projects to ensure full compliance from lease-up through stabilization.

QUALIFICATIONS

· Minimum of 3–5 years of affordable housing compliance experience, preferably with LIHTC, HUD, HOME, and Section 8 programs.

· Certified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), or similar certification required or must be obtained within six months of hire.

· Strong knowledge of federal, state, and local affordable housing regulations.

· Experience preparing for and managing agency audits and reporting requirements.

· Excellent organizational skills and attention to detail.

· Strong written and verbal communication skills.

· Ability to train and mentor staff with various levels of compliance experience.

· Proficient in Microsoft Office Suite and property management compliance software Yardi.
